Ms. Phina So is the Director of Creative Industries at the Cambodia Association for Development and Advocacy (CICADA), a member-based organization advocating for policy support for Cambodia’s cultural and creative sectors. In this role, she leads community engagement initiatives focused on research and capacity building for artists and cultural practitioners.

Previously, Ms. So served as Manager of the Knowledge Networks and Policy Program at Cambodian Living Arts, where she oversaw the Living Arts Fellows program—a cultural leadership initiative for Cambodian artists, managers, researchers, and policymakers. Her work emphasized regional knowledge exchange and network building across Southeast Asia. She has also curated and facilitated numerous talks, seminars, and conferences, managed mobility grants for cultural professionals, and cultivated partnerships with both local and international academic institutions.

In addition to her work in the cultural sector, Ms. So is an accomplished writer, publisher, and literary translator. She is the founder of the Khmer Literature Festival and co-founder of Kampu Mera Editions, an independent, informal publishing initiative.
